Construction Services Group (CSG) has been busy over the last six months with a bevy of new projects and staff. We’ve added seven new staff members including our new Director Kirk Pawlowski. He is a nationally-respected university and community architect/planner and former Principal at the architectural firm SRG Partnership. As Assistant Vice Provost for Capital Resource Planning at the University of Washington, Mr. Pawlowski was responsible for the development and management of the University’s $1.6B capital plan. Mr. Pawlowski also served as the Executive Director of Capital Planning and Development for Washington State University and Oregon State University.

Over the last year CSG has successfully captured a tremendous amount of new work throughout the state of Washington. We are currently assisting over 30 districts build new schools, modernize existing facilities and plan future campuses. To broaden capabilities and support existing CSG project management staff we added five new project managers and a budget analyst.

Amber Ballard, Budget Analyst provides full-time accounting and budget management. She is responsible for understanding and managing transactions through ESD 112’s financial system, CSG project systems and state fiscal compliance requirements. Amber previously served as an Accounting Technician II for the City of Bend and an Instructor of Business for Central Oregon Community College in Bend, OR. She has a Masters of Business Administration from Eastern Oregon University.

Thomas Johansen, Project Manager provides school districts with leadership from early planning through construction of new or modernized school facilities. Thomas is a registered architect in Washington and holds a Masters of Architecture from the University of Washington. Thomas is currently providing project management support to the Nooksack Valley, Meridian and Morton School Districts. Thomas has over thirty years of experience and was formerly with Farrell & Johansen Architects and prior to that LSW Architects.

Wayne Lounsbury, Project Manager, brings thirty-five years of construction management experience as a Project Manager, Superintendent, and owner of General Project Management. He is currently managing projects for the Lake Stevens and Index School Districts. Wayne Lounsbury began his construction career as an apprentice carpenter, working his way through the ranks to attain the title of construction Project Manager. He has a general contractor’s license, project management certification from the University of Toronto and Project Management Professional (PMP) certification from PMI.

Gina Bixby, Assistant Project Manager assists with the development, planning and construction management of school facilities. She is currently working with OSPI on an Analysis of School Construction Costs, in addition she is providing support for financial budgeting and expense tracking and business development initiatives. Gina formerly served as a Finance Administrator for Oregon Health and Science University and a Senior Management Analyst for Clark County Treasurer’s Office. Gina has Masters of Business Administration and is a Certified Project Management Professional (PMP).

Whitney Henion, Assistant Project Manager, is responsible for ensuring the goals of the owner are successfully met in terms of end product, timing and cost efficiency. She is currently working with Toledo and Kelso School Districts. She has over 10 years of experience working with teams during the planning, design and construction phases of school projects as well five plus years working in private owner projects. Whitney formerly served as a Project Manager for The Western Group and as a Project Manager for Dull Olson Weekes Architects. She has a Bachelor of Architecture from Washington State University.

MegAnn Scharpp, Assistant Project Manager, supports school districts with pre-bond planning through construction of new and existing school facilities. She is currently serving as an assistant project manager for the Cascade School District Bond Program. MegAnn brings over twenty-five years of project management experience from the private and public sectors. Past experience includes serving as the Human Resources Manager for Stevens Pass Mountain Resort and an Emergency Services Dispatcher for RiverCom911 and Chelan County Sheriff’s Office.
